Joseph Bailey

Joe Bailey is the Assistant Dean for Enrollment Services and Director of Financial Aid at Genesee Community College where he works with the SCT Banner System. Before joining GCC, Joe spent six years at the University of Rochester in financial aid. He held a variety of positions during that time, including the Associate Director of Financial Aid. He was awarded the SUNY Chancellor’s Award for Professional Service for the 2004-05 academic year for GCC. In 2000-01 he served as the Region 2 Chairperson for the New York State Financial Aid Administrators Association (NYSFAAA).
Joe holds a B.A. in Psychology and an M.A. in Educational Administration (Margaret Warner School of Education) from the University of Rochester.
Jane Brown
Vice President for Enrollment and College Relations
Mount Holyoke College
As Vice President for Enrollment and College Relations at Mount Holyoke College, Jane Brown is the chief strategist for market positioning and student recruitment. She oversees the offices of admissions, student financial services, career development, communications and public relations, institutional research, and registrar. Previously, she was Vice President for Enrollment at Emerson College in Boston where undergraduate and graduate admissions offices fell under her purview. For the past seven years, Jane has also been a resident faculty member at the Harvard Summer Institute for Admissions where she participates on panels and teaches workshops covering a range of enrollment management topics.
Jane holds an M.S. in Speech/Language Pathology from Emerson College and a B.A. in Political Science/Sociology from Bates College in Maine.
Wayne Locust
Vice Provost for Enrollment Management
SUNY Albany
Wayne Locust is the Vice Provost for Enrollment Management at the State University of New York (SUNY) – Albany where he is responsible for undergraduate admissions, graduate admissions, financial aid, registrar, academic advising, and student retention. As chief enrollment and financial aid officer, Wayne oversees all enrollment and financial assistance programs and scholarship, academic advising, registrar, and retention initiatives. Prior to this position, he served as Vice Chancellor for Enrollment Management and University Life. Wayne’s professional history includes serving as Director of Undergraduate Admissions at the University of Connecticut and also as the Director of Admissions at the University of Rochester. A frequent speaker and panelist, participation has included the College Board National Forum’s “Advanced Strategies for Managing College Enrollments” and “The College Pricing Dilemma: Discounts and Discontent”.
Wayne is a graduate of West Chester University of Pennsylvania and holds a B.A. in Political Science and an M.S. in Administration.
Joseph Loffredo
Assistant Vice President and Registrar
Rochester Institute of Technology
Before becoming the Assistant Vice President and Registrar at the Rochester Institute of Technology, Joe Loffredo served as a Senior Consultant at Scannell & Kurz where he was responsible for data analysis including developing econometric enrollment probability models in support of strategic planning for recruitment and retention. During his career, Joe also held several positions at the University of Rochester, including Manager of Human Resource Information Systems, University Registrar, and Assistant Director of Financial Aid. Joe also served as Dean of Enrollment management at Genesee Community College.
Joe holds an M.B.A. from the University of Rochester’s Simon School and a B.S. in Management from St. John Fisher College.
Betsy Ripton
Director, Registration & Records
Monroe Community College
Betsy Ripton has been Director of Registration and Records at Monroe Community College since 2000. Prior to MCC, Betsy served as Registrar for Genesee Community College and as Associate Registrar at the University of Rochester.
Betsy earned her M.S. in Industrial Relations and Personnel Management at the London School of Economics and Political Science. Her B.A. in Political Science is from Edinboro University of Pennsylvania.
Michael Rizzo

At UR, Michael teaches Economic Principles, Microeconomic Analysis, Money and Banking, and Environmental Economics in addition to his advising and other campus responsibilities. Prior to his appointment at Rochester, Michael served as Senior Economist and Director of Summer Fellowship Programs at the American Institute for Economic Research in Great Barrington, MA. Michal has written on a wide variety of topics, including sound fiscal and monetary policy, money and inflation, Social Security reform, health care, property rights, as well as personal finance. His work focuses on the American antecedents for public governance; the role of individual freedom, private property, and free enterprise in economic progress. Prior to AIER, Michael was an assistant professor of economics at Centre College in Danville, KY. The focus of his academic research is on the economics of higher education. His work has been featured in Inside Higher Ed, the Chronicle of Higher Education, Fox News, and a variety of academic books and journals.
Michael has his Ph.D. in Economics from Cornell University.
Susan Raith Sloan
Director of Admissions
Wells College
Susan Raith Sloan has served as Director of Admissions at Wells College since 1995. Her areas of expertise include research-based decision making and strategic planning for admissions. She chairs the College’s Enrollment Management Team and led the College’s recruitment efforts during its recent transition to coeducation.
Susan holds a B.A. in English from Wells College.
Kelly Thompson
Vice President of External Relations

Kelly Thompson has spent the last ten years in the enrollment management arena. Currently, Kelly serves as the Vice President of External Relations at Barton College in Wilson, NC. Kelly oversees the Admissions and Financial Aid areas. Previously, she was the Group Vice President for Enrollment and Marketing at Davenport University in Grand Rapids, MI and Vice President for Enrollment Management at National-Louis University in Chicago, IL.
Kelly received her Ed.D. in Educational Administration at the University of Pennsylvania and a C.A.S. in Educational Leadership from National-Louis University. She also has an M.A. in Communications and Theater and a B.F.A. in Theater from the University of Illinois.
Samantha Veeder
Director of Financial Aid
Nazareth College
After two and a half years as a senior consultant at Scannell & Kurz, Sam returned to the campus setting as Director of Financial Aid at Nazareth College, a small, private college in Rochester, NY with an undergraduate enrollment of approximately 2,000 and 800 graduate students.
Sam's special area of expertise is in developing strategic financial aid programs designed to enhance enrollment results, budget planning, and enhancing organization and operations in order to maximize efficiency. Prior to joining S&K, Sam was a financial aid director at Hobart & William Smith Colleges and Keuka College. Sam is a member of NASFAA, EASFAA, and NYSFAAA and has served as a committee member, chairperson, and officer for many conferences, workshops, and advisory groups.
Sam is a graduate of Ithaca College with a B.S. in Health Services Administration.
